I believe that the current posted rule book is still in draft status. The GT350, among a few other cars, is a new and very recent change - that is why it is in italics. When the final version of the 2019 rules is released, you will see the GT350 listed normally.
It is a “premium” element for a tire. Adds a bit more otherwise unecessary material, but is something nice in consideration for customers.

A 285 on a 10” wheel is going to be faster than a 265 on the same wheel.
Contact patch > sidewall stiffness
If you want better steering response, go 275 on a 10” wheel. With a 265, yeah, you’ll get sharp response, but you’ll be down on contact patch (grip).

The main and rod bearings typically have a base coating of copper. The same goes for camshaft bearings, but some can have a copper outer coating. Piston pin bushings can have copper outer coatings. That's probably where the copper is from (break-in).

Could they be just from the metal treads of the can from unscrewing the top? I know there is the question of being magnetic, but I’m not sure if your response is possibly indicating oil just sticking to the magnet (i.e. viscous).
