This would all depend on where you live and what the allowed decibel rating is wouldn't it? I've seen polizei checking motorbikes for loudness, not sure how often they do it for cars.

I don't feel that's the case at all. It's just business and Ford is looking to save costs wherever it can as exporting is expensive.
Think of it as them testing the water. If they decide that it's worth it the can begin producing the cars overseas in their factories that are already established.
