No usually the coolant fluid temp is around that low of temperature. But as it goes through the system and comes out your blower there's no way it's going to be freezing temp at that point. But proshops screenshot shows where I'm doing pulls in 90° weather and my iat2 doesn't even touch 135...

No the valve needs to be as close to the evap core as possible because it's sole purpose is to cut refrigerant supply to evap core to eliminate condensation drip so you can race at the drag strip.
