Putting the tow hook pop out on all Mustang bumpers would probably save Ford money because they would no longer need to produce two different front bumpers.

There is obviously something strange going on with that website. I agree with JD_GTPP2, who ever is seeing $34,000 or $28,000 needs to print out the price they see on the website and see if they can get the dealer to honor it.
