No, but instead of adding horsepower, consider decreasing weight. Bumper Support, lightweight catback, lighter wheels. You can pretty easily shave 70-100lbs total depending on what wheels you go with. Then you can get the suspension dialed in depending on what you're doing and save another...

Like most have said, 1 7/8s is plenty for the vast majority of builds. I will say however that there is a case for 2in, if you plan on going built motor, they may make a small difference down the road. Kooks actually sells the 2in system for less than the 1 7/8in system.

Sadly it largely falls onto the service advisor. I've seen cars with a CAI be denied, but I've seen full bolt on cars approved. Find a good service advisor, and try to get something in writing. Heck, I even bribed mine by giving him a Publix gift card.

Yep, I don't recommend them for BMW vehicles either as the oil drain plug is on the bottom of the pan facing down. Thankfully Mustangs, Broncos and F150s can make much better use of them.

IMO you hit the nail on the head. Like anything else that is the best of both worlds, the flex fuel tune will hapilly run and account for any amount of E you'd like to put in. But it may have a few hairs less performance than a true E85 tune.
