In my experience this depends on the dealer. If they plan to charge your THEIR state taxes you can roll it into the loan and most states will allow you to deduct that payment from taxes owed when you re-title it. So if the dealer state is at or below your home state’s tax rate this would work...

I suspect, but have no evidence to support, that this is a new normal. The car is borderline lugging itself in the pursuit of extra mpg. My wife’s truck does something similar (a chevy).

If they (Ford) can find a used ‘21 with comparable miles to your lemon, that can be offered. It doesn’t matter that you bought new. The state’s laws will determine which mileage is considered comparable, when the issue was reported, the current mileage, or somewhere in between.
