You might try a slight amount of pressure with your free hand, in the forward direction, and see if that eases the tension on the latch. It is hard to do that with just one hand on the handle, but it might be a little bit of binding on the latch that is causing the problem.

Have you tried applying very slight pressure on the seat toward the back of the car as you pull the seat-back handle before pushing forward?
