You would be correct that it's about twice as loud (assuming the numbers are accurate). So that people don't misunderstand, a 10dB increase is twice as loud. Corsa is essentially correct with their data. 9dB is not even close to 3x as loud. 3dB increase is just a perceptible increase in SPL.
There remains conflicting info. If all of the processing is accomplished in the OEM amp and yet the rear speakers still have low-pass filtering, then not all processing is happening in the amp. Perhaps the ACM has some DSP responsibility (as Jesse/OEM stated some months ago). Does anyone know...
Given that there's no distortion at max volume, the only other option is to turn up the sensitivity on the amp(s). Other than that, buy speakers that get louder (max SPL), assuming they are appropriately powered.

Does the shop know you're paying out of pocket and not going through insurance? If not, ask them what the cash price is for the repair. I don't know if it's the norm everywhere, a regional thing, shop thing, or what, but shops in my area significantly mark up the price when it's an insurance claim.
Any speaker, cheap or expensive, can fry in no time given enough power (voltage). The stock speakers can last you as long as you desire. The point is to keep from driving them with too much voltage.
