I suppose I should ask this here:
I am confused. I've moved from CA to WA. All the gov sites seem to say that WA gets its emissions laws from CA. But then one site says that cars newer than 2008 don't have to be tested. But then again someone said it will get tested every two years. Manufacturers seem to be saying that don't need the CARB EO sticker for WA and that's what I thought too till I got here.

So. Can I:

* Buy any cold air kit and get a tune from VMP or anyone I like?
* Get hellion twin turbos?
* Get long tube headers and 3" pipes?
* Do they have to have cats?

The state announced two years ago that it would cease emissions testing sometime in 2019 because it was not making any noticeable difference- however they had signed a contract they could not get out of to hire the firm till the end of2019- so you might just wait till they end it next year-

That said, if you have never driven in a car without cats, you might try getting a ride from someone who has done the cat delete, some people are very sensitive and to the fuel smell you get, others dont notice- I went catless on my Focus ST when I had it and my wife ended up on the side of the road with a headache throwing up, I did not notice any smell, but needless to say, the cat went back in the next day

No carb required. 2009+ does not get tested.
