You can't set the crush sleeve preload without an empty pumpkin. The extra force to turn the axle's and tires will give a false reading and will be set too loose. Like a few others said do NOT replace the crush sleeve, and index mark the nut to put back exactly where it was. Also you don't need the fancy pinion holding tool as you won't be taking apart the gear set. Just set the e-brake, and it won't turn so you can loosen/reinstall the pinion flange nut.
After going back looking through Ford manual figured out what it is and yes it can be reused. It's not crush sleeve as we know for old 8.8. It's preload sleeve where you torq pinion nut to spec and check preload if out of spec you replace it. Since it's not crush sleeve over torqueing pinion nut will not tighten up preload. They use this system on wheel bearings on big trucks or LMS hubs
