Can I use a tablet for Forscan? If not, what is the minimum I can use?

Just FYI I don't thing the android version is free. Also you would obviously need a wireless OBD connector for the tablet to work since you wont have a USB to plug into.
I have an ancient laptop that won't connect to the interweb but I have downloaded it on another computer. So that should allow usage. I'm going to try that.

Where about in Kansas are you? I currently live in Shawnee.

As mentioned earlier, there is a version (Forscan Lite) that runs on your phone using Bluetooth. I got the software and the OBDII adapter for Android for about $50. I don't know if that'll do everything you're looking for, but it does have a lot of capabilities.
