Laws in most state and local jurisdictions absolutely prevent light spillage from one property into another, but the track record in your backward city hasn’t proven to meet most normal zoning ordinances. I doubt they even have that law in the books, so you’re probably out of luck.

Out of curiosity I did a quick search for a solution to the light issue in Ohio. The returns I got were lawyer advice websites and several suggested that this may fall under trespass laws, but that you would likely need to get a lawyer involved. I noted on the Clayton website that there was a reference to parking vehicles in yards, so they may do something about the parked cars in the front yard for you.

Oh man, that sounds like a frustrating situation with your neighbor's new fence encroaching on yours! Dealing with maintenance between the fences definitely sounds like a headache. When I was in a similar predicament last year, I reached out to a few local contractors for Construction Quotes to explore options for adjusting my fence. It helped me weigh the costs and benefits of different solutions.
