Newb question

Is there a place that explains all of the offsets and how they affect which wheels can be used? I can do the math or use a calculator to find tire/wheel combinations that provide similar outer diameter. I really don't understand what is meant when everyone is saying "offset." From where is this offset measured?

I get that the wheels have to clear the brakes, but just having a GT non-PP I am hoping that isn't too much of an issue.
