Pushing the button once turns on the accessories. So long as your foot isnt on the brake when you press the button, the car will not start.

The gills are always on, yes. They dont turn off when the signal is activated, but, the foglight on the right or left does (since the signal is directly above the foglight and not in the headlight cluster), depending on the direction youre turning. Im not sure of the K rating for the xenons...
