Further investigation showed that the drain holes under the cowl, one in the middle and one in the corner under the driver's side wiper spindle were completely blocked and whilst there was no water in there when I was removing the motor I imagine it got overwhelmed during recent storm Isha hence...

I don't know exactly what the factory value is but it will be around 12% may be as high as 20%. Windscreen can be tinted but must have an VLT of 75% when done. Probably only useful for cutting out UV.
When you see a window tint being referred to as a percentage, this is the Visible Light Transmission (the percentage of light that the film allows to pass through), e.g. 45% film has a VLT of 45%.
