What's this component called under the spare tire well?

I think I may have found the source of the clunk/creak/rattle in the rear passenger side of my car.

Those metal lines appear to cause the noise when they're shook, but I don't know what they're called.

It might be helpful if I knew what I'm pointing at when I'm describing issue at the dealership.
