What does the lever behind the seat do?

im scratching my head here , even after reading the manual,
what does this lever do?
my one seems not to do anything except come up and down
for me to bend my seat fwd to get someone in the back, I pull the lever on the side, and then I press the seat back until it clicks in

pulling up on the back lever in normal position doesnt do anything either....

Mine allows either seat to fold forward and then pressing the seat back puts it in the same position it was before. If I use the lower handle, same result except when I push the seat back it stops at first position which of course nobody would want to sit like and I have to figure out where my preferred position is/was. I always use the one on the back of the seat for this reason.

Also if you ever have someone the back seat it makes it easier for them to let themselves out.

Does anyone know how to replace this latch, the cable broke.
