Those that owned both: tuned 15-17GT and 18-19GT

So I am looking at getting my 4th Mustang. I have had a 96GT, 00GT vert, and presently a 2006GT vert. The current one has a Saleen blower with the Supershaker option with only 7.5#s of boost. I have been reading and following threads for a while and know that the 15-17GT are down on torque down low. I have read many times that a tune adds 40+ ft-lbs down low. I drove a 2016GT yesterday and was extremely bummed. What my car does at 2700 rpm, the 15-17GT does at close to 3700-4000rpm. So the question is for guys that have owned both a tuned 15-17GT and a 18-19GT, does the tune on a 15-17 make it equivalent down low to a 18-19GT? IF so, then a 15-17GT is still an option, otherwise I have no choice but the 18-19GT model. For the record, I will not be supercharging or adding boost to the new Mustang - realistically, 500hp at the crank is enough for street power provided it has decent low end grunt.
