awful. I also read that ford patented a feature, that would deliberately remove features, and play annoying noises to people who dont pay their car note. and worst case scenario, will drive itself to the dealer LOL self repossession.

In the grand scheme of things it's probably not something worth worrying about.

“… commencing with the 2030 model year, every passenger vehicle, motortruck, and bus manufactured, sold as new, or leased as new in the state to be equipped with a passive intelligent speed assistance system, as specified, that would utilize a brief, one-time, visual and audio signal to alert the driver each time the speed of the vehicle is more than 10 miles per hour over the speed limit.”

Appropriately called the “PISAS” system.
Loophole would be to buy outside cali. This can be annoying after the first chime. More things to distract the driver. Why not just link this to a credit card and charge fees everytime it dings?

My Dodge Challenger and Audi S5 both have speed warning chimes. Granted I programmed/set them so that I don't go over the magic 80mph here in VA which will get you an immediate reckless charge, and it's entirely too easy for these cars to get there. Well, ditto the Mustangs but at least the dial pointing straight up is an easy visual reference...

3rd party GPS also frequently has that feature where it will chime based on approaching speed limit changes per metadata.

Typical CA mandating nonsense that won't do a damn thing about driver behavior in a way that will move the accident needle. But boy they love to preen for the camera and slap each other heartily on the back.

Now, a forced speed governor based on GPS metadata, that could be interesting. :)
But once more, it's not speed per se that kills. It's incompetent and illegal drivers.

If CA wants to do something useful, ban airbags and replace the steering wheel one with a 6 inch spike. And while they're at it big fines for touch panels, entertainment screens visible from the driver's seat, screaming children(1), and death to all drunk drivers.

(1) if me/brother were mis-behaving my parents would pull over at the nearest opportunity, drag us out of the car and whip our asses with the wooden spoon right there by the side of the road. That put an end to the shenanigans pretty quick.

Looks like my link above is broken.
The good news is that the governor vetoed the bill.
