It's A LOT of money if you get caught. A LOT.
Not sure if this bill has past yet anyways, has it?

I'm not fully positive as I think the tuner companies aren't 100% sure yet either. At least the tuners that were on video stated this.
I've watched like 3 videos on it so far. They are in these threads somewhere. Some of them are long, but I watched them in length.
I don't want to spread disinformation, so the best bet is to watch the videos, unfortunately.
