They're used with scratches that's why they're so cheap. Check the 2nd photo in the listing; they're really banged up.
Probably came off OEM Roush cars of were damaged stock from Roush. Good if you're going to paint them I guess.
Their other listing is $189 for new ones.

The lower piece provides the snaps for the hood.
Air enters the forward hole in the lower piece, but also all around the edges, since it is spaced off from the upper piece by ~1/4" all around.
