Because keeping readiness on runs the system through it's checkpoints. When it reaches those O2's, it will fail.
So is it just one not ready or 2 individual? I ask bc in AZ you can still pass with one not ready I think.

There are 7 systems monitored and only 5 need to be "ready" but cat efficency is one of the mandatory systems that have to be ready.

In order to get this to work you have to change the o2 values in the ECU to get it to set readiness without cats (simply turning them off doesn't solve the problem). It can be done but its a very tedious process.
