IIRC, it is to help them (BORLA engineers) manipulate the sound that comes out of the exhaust. Could be totally wrong though, so would be best to contact BORLA if you're really curious.

What was your opinion of the H&R sway bars? I have the sport lowering springs from H&R and I'm planning on getting the sway bars as well. How did they effect the handling and comfort?

Those cutouts in the wheel spoke (for weight reduction I'd assume) are sexy as hell, they're very visible in the wheel on the mounting rig:
