They are sticklers for safety. If you just put two wheels off you have to come in a get your car inspected. There are also spotters/flaggers around the track. When I was there last time one car spun and kicked debris on the track - the red flagged the track while they cleaned it off.

What you see is on the edges is some sand that comes from the rally/skid track that crosses the pavement in some spots. During our parade laps to start the day you could see some blowing from the cars, but there's none on the surface to speak of that impacts driving.
