No it goes to the first time buyer only. Ford performance has been asked this in the past from owners.

Even after I sold my Tech Pack, months later I got the free oil filter and wrench. The updates to Ford was slow that it had a new owner.

If your car was built after November 22nd 2016 you will not receive an oil filter kit. They switched to a cartridge style oil filter vs a conventional spin on one to help negate the effects on the vibration this engine causes

Got my supplement package yesterday! Funny, I called them yesterday to find out when I would get it. They said it was supposed to ship Oct 1, but it doesn't show any movement and that he would need to call me back. Then 15 minutes later he called and said it was delivered today... LOL. Sure enough it was on my door step when I got home.

Makes the car even more special when you get the package and watch the engineering behind it. :ford:

I would think all the wrench and filter packages have been sent by now. As you said, they’re only for the spin on type filters and these cars haven’t been produced since early MY ‘17.

I hope/think they'll do that for all GT350 model years... they did it for all the Boss 302's. BTW did they do something similar to the GT500's? Or at least the first production (2007) year?

I bought a 2007 GT500. For a minimum donation of $300 to the Carroll Shelby Foundation you could get a dash plaque personally signed by Carroll that included your VIN. Very neat. You could also send away for a certificate stating the build number of your car and number by color. It also came with a catalogue full of 'go fast' goodies you could buy, many of which should have been on the car from the factory. Amongst other things, the 2007 GT500 was quieter than a regular GT and had a stance like a wheelbarrow.
