At a minimum I believe this is correct. If they received at least one allocation in 2016 it means they participated and will receive at least one for 2017 from what was originally broadcast. Beyond that not certain but obviously larger dealerships with larger Mustang sales who received more than one allocation in 2016 are very likely to receive more than one in 2017 although the exact number is a mystery to you and me.

My understanding is that the dealer can place the order, get both a VOC and a DORA and it'll just sit there not getting pulled without an allocation.

You are correct. I can order a thousand GT350's, get VOC's and DORA's for all thousand of them, yet only 3 (my allocation for 2017) will ever get pulled for scheduling.

2017 allocations have been announced. Each region communicates to each of their dealers how many they can expect.

Ford does not allocate 100% upfront, though. They hold a small percentage of cars just in case there are needs for extra cars throughout the year to replace cars that are damaged/destroyed in transit, bought back as lemons, etc. Then, as the model year gets close to the end, Ford gets the leftover allocations distributed. The dealer I work for received several extra GT500's this way from 2007-2014.

Call your dealers before the initial allocations are gone, both of my dealers R's are!
