Unless the laws have changed in the US we can't get away with that. There is (was?) a law saying the maximum amount of coins anyone (govt, private, ???) HAS to accept is $25. So we couldn't make a case that the fine payment was refused.

Yeah I think because it's a balliff and because they've waited 9 years he's decided to shaft them for it (I remember seeing someone in the USA do this before as well), and to be fair, the fines are exuberant.

i believe the one pound coin is valid and legal tender in any amount so if he'd had 1200 x 1 pound coins (or 600 x 2 pound coins) in the boot then the bailiff could not have refused payment
