Mouse hover / pop up is out of control

Is it me or did the recent (last week or so) Microsoft update make the mouse hover in forums absolutely annoying? Seems almost everything your mouse hovers over now brings up a very dark pop up, masking the type below it. This is starting to get on my nerves....anyone else or is it me? To add injury to insult, a search tells me to Open Ease of Access Center (Windows button + U) but then the steps don't match the options I have available.
