Veneers by nature apply to the top of an existing material.You talking about the ones pictured below? Mine are veneers, but I didn't use double back tape, I used an industrial adhesive and placed them over new mirror covers I bought.
The ones below look like veneers
These replace the stock cap entirely. The only difference between these and a "cap" is they don't have the little plastic clips to hold them on, hence the epoxy.
I consider them replacement caps that are held on with epoxy instead of clips.
Lastly, once installed, they have a fit & finish of a OEM cap. You can not see the original cap underneath it.... because it's not there.
