How To Fix This Type of Paint Damage

So some idiot decided to hit my rear bumper with the nail of his license plate and it left me with a small paint damage underneath my license plate. I'm still debating if I should file an insurance claim but its kinda small so I was thinking that I could repair this myself. The paint looks like it got lifted when the nail put pressure to the bumper and also caused some discoloration. How do I go about fixing this type of damage? It's not a scratch or chip, it looks like the paint formed a little ridge. I guess the paint on our cars are that soft.

If it's underneath the plate, I suggest leaving it alone. I won't rust and you can't see it. Just don't look under the license plate.
