depend. Is it oil filter (my last K&N use this) or foam? If foam, you can lets it seat in soap water then rinse with water and let it dry. If oil filter, cleaning process is the same but you need to apply that special oil from which ever brand you buy it from and let it seat for a few hours.
I usually clean it and lets it seat over night and put them back in the morning. Make sure they are 100% dry.

I do mine once a year but, I usually only put on 5K miles. It's really based on how dirty it gets. I'm sure for the guy in Dubai, due to the desert conditions, will have to do it more frequently.
