Not according to Michelin. P4S are dry and rain tires NOT WINTER TIRES.The PS4's have a different compound and can run in cold weather OK.

I don't understand why Ford and Chevrolet test them in the cold...?It’s no secret that summer tires are dangerous in the cold - they get rock hard and the tread design is not ice/snow friendly. Many of these tires have historically still shipped in the cold. I know cup2 compounds were susceptible to cracking and I imagine any of the bespoke cheater compounds used on certain production tires suffer from the same issue.
First week of Feb. I will get a better idea when I start seeing VINs sent to the plant for production.Bumping this, anyone has a update on the shutdown?
