The "Powered by Microsoft" refers to Sync running on Microsoft's Windows CE operating system for embedded systems. Sync 3 runs on QNX, another operating system for embedded systems. QNX has been around for decades; I guess they were purchased by Blackberry at some point. (Another widely used embedded operating system is VxWorks, which hosts software on linksys routers, for example, if I remember correctly.)
