Fit them up today. Did a little finessing to see what spacer I need. Boohoo someone will purchase a $64,000 Roush Stage3 with 4400 miles on it with 2 sets of wheels and flawless for a steal. My loss. On to my Mach1.

Yeah maybe next time a “wheel” company might know that their talking about before selling. I’ve had over 18 mustangs, Shelby’s, KR, gt350, then hellcat, scats, 7 SRT GCs. This fitment threw me a little.
Yeah its hard to forgive them for not fitting over dust caps OR the brake calipers. That's just not a wheel offset that fits in any way I can see to measure it.

Your other option is replacing the wheel studs with some 1/2" longer ARP wheel studs and then running a 8 or 15mm spacer.

IDK if you can get away with a bolt on spacer or if those will push it out too much, but that's a potential solve.

Here’s another question is there any movement at all between the hub on the wheel and the hub on the rotor? Even if it’s 1/16 or a 32nd? The reason I ask is because the rings that the wheel manufacturer sent me they seem like they need persuasion to get over the hub on the rotor I didn’t want to persuade them just yet, I remember other rings I have used went on more easily. I’m thinking the manufacturer of the rings might be a little off so I’m going to try another set from a different manufacturer
