This has been going on for me for a couple years. Not my video, but exact same noise.

I've had both belts replaced twice and the tensioner replaced. Noise goes away for a couple days and returns.

Has anyone dealt with and fixed this issue?

Radiator fan might be the issue, good way to check that is to disconnect it and run the car for a minute at most, don't let it overheat.

I have this exact noise as well. In my case it's mostly when the weather is cold. I just ignore it. It's just a ford after all. It's noisy but mostly reliable.

Try spraying a little WD40 on the belt tensioner pulley hub and see if it goes away. My sbc does that mostly when it's cold outside. The pulley hub is just a bushing, I think.

clean the pullies first with brake cleaner and a paper towel

My new 2017 did this in 2017, and my current 2017 does it now, but only on a warm engine that's cooled for an hour or so. It goes away after a few blips of the throttle or a drive down the street. I always thought it was vacuum related, since throttle input makes it stop.

Sees post saying it can be the radiator fans laughs to himself ,yeah right opens hood and spins first fan and no nose, spins lower fan and hear that damn nose. Well that's what I get to jumping to conclusions s thanks to ninpop9
