That's not necessarily true. I have stock wheels on my GT/CS and I have 2-3mm to spare with 20mm spacers. Different rims have different pocket depths...
Plus some of the stock wheels have different widths and offsets. For the ecoboost PP wheels like the OP has, about 23mm is the minimum adapter you can go without modifying the studs. Spacers are a different story, that you are looking for what is the maximum and that is more determined by how many full turns of the lug nut you can still get on safely. 5mm spacers definitely work, you go up to 8mm and you're right on the hairy edge of safety.
That's the way I live, on the edge! No, seriously I have used 8 mm on two of my ponies, 2014 Cyclone w/ 18x9" American Racing razors, because the rears hub stopped fitment & now on my 18x 8" base 2016 GT.
