I will be installing my steeda kit today and wanted to know how many spacers should I use to achieve 0 bump steer? My car is lowered on sport lines with factory pp struts. I did watch the video but I have no idea how many spacers should I use. Should I lower or raise the outter tie rods?

you should have an alignment machine or a bumpsteer gauge to accurately install these. i would not suggest doing it on your own without being able to see the changes in toe.

Mm has a bump, steer gauge that is well priced. Do I need to get an alignment before I set the bump steer?

you would get the alignment following the bumpsteer kit install. i would search for a local place that can set it up. quite a bit of money for something you might only use once.
