Are these soft touch doors (upper sections) or are they hard plastic non premium trim?

GT350 panels have the swede (alcantara?) inserts just above the armrest.

Not sure how the base panels feel. This is just what came with my 2017 GT premium.

Are the upper sections that is the upper half above the leather inserts soft touch or hard plastic. There are two different panels, one is from the interior color trim option that has soft touch upper sills, and the standard premium package has the hard plastics like the other doors but they have the soft stitched inserts.

I would say these are hard plastic with softer stitched panels.
They were the stock ones from my GT premium.

can the buttons be switched out around the handle, i have the 3 memory settings on mine and dont want to lose that feature but my panels are trashed hoping i can just pop that out and swap it

Yup, that's what they had to do with mine, since I also had the memory seats.
If you look close you will notice that the door handles are from the GT350 door panel I upgraded to.
