    I didn't think you could sign a lease before the vehicle was actually available for delivery. My understanding is that you can order a car, but the eventual lease agreement would use the lease rates in effect for the month in which the car was delivered.

For US dealerships you can use Edmunds or similar car pricing sites to specify make/model/options and then have dealerships contact you.
