Yes I had to remove the bumper, its located in a weird angle if you tried doing it overhead. The adjustment screw connects to a rectangular plastic piece. The form a ball and socket. I wish I would of taken pictures and posted them.

Same thing happened to me, I found out that it was the adjustment screw came undone within the housing. I had to remove the the ballast in order to get more room within the headlight. Hope this helps.
