    You need to put adequate amount of paint so it forms a surface tension (a dome). When it's fully dry, apply some acetone/paint thinner/break fluid on a cloth and wipe it till it levels as if you're sanding it.

    The proper way to handle chips is sanding, putty, sanding, paint prepping, and painting followed by clear coating. If you don't have the equipment, it's better to just bring them to the shop both financially and quality wise. If you want to do it the janky way, get yourself a black touch-up...
