A larger diameter tire increases contact patch from front to rear and to a lesser extent, from side to side. According to the calculator I used, all else being equal, the 275/45/19 has a 3 mm wider and 8mm longer contact patch than the 275/40/19. Not exactly earth shattering but an increase none...
I've been considering a similar setup. Why lower your car to fill out the fender wells when you can just put a bigger tire on and gain more traction as well?

It could be good or bad. If its a hybrid like your quote says it is, it could be a wimpy 4 banger mixed with a couple electric engines on the front wheels. Could be fun if they make it sporty enough. My gut tells me they will kill its performance to make economical enough to meet these crazy...
