I'd try washing both caps with brake clean. Let dry then wash again with 99% isopropyl alcohol. Let dry and try tape again. Maybe you can remove the rubber seal from brake cap first before cleaning to help remove any residual brake fluid.

Technically it's not an air bag recall, it's a safety belt buckle tension sensor recall that could inadvertently deploy the air bag. It only applies to vehicle with build dates of August 18, 2014, to October 2, 2014, so yours may not be affected.

Something to consider is what vehicle the used steering gear was taken from. Rockauto lists 5 different steering gears and they all seem to depend on wheel size. If that's the case their steering turn to turn and steering feel may all be different.
