The non TIVCT engine will just produce less torque and have tighter power curves, less midrange and low end. Put peak numbers will be the same. Emissions would also suffer.

Like i said i totally get what youre saying. But cam's idle position are in relation to the TIVCT function.
The TIVCT isnt acually giving a cam more power.
It doesnt increase power. It spreads the power out throught the rpm band.
It cant make more power than the cams can on their fixed, best possible valve events. It can not maximize peak power any further than that. It can just smoothen out the power curves at that point.

What happens is the cams can go to a wider LSA at lower and midrange RPMS while tightening LSA in the top end.
It minimizes the losses of torque and low-midrange power while keeping optimal top end power.

Here's a few different cammed LS3s. Gaining up to 91 rwhp from just the cam. They include track times on some.
That term is used loosly. Just like how you hear race cars claiming "stock suspension" when actually the whole suspension is aftermarket, just using factory locations. Or when you hear stock block, but the block is no where near factory anymore.
The crappy factory exhaust manifolds become a huge restriction at that point. They flow poorly. But gains of 100 rwhp after header install isnt uncommon. Or 60- 70 rwhp gains from doing headers after a cam install.
The LS3 and LT1 have pretty much the same cam as the LS6 5.7. Even in the 5.7 it is a small cam.
The TIVCT just helps with the Coyote's low end and power curve by adjusting lobe seperation angle at different RPM ranges. It does nothi g for peak power.

The LS3 is more restricted from the factory than the Coyote fie to controlling emissions. Larger engines produce more exhaust gasses at lower engine speeds which is why large motors are being phased out.
This is why LS3s have gained upwards of almost 100 rwhp from a cam change.
