But a part of the car being warrantied only because of the state that is registered in is confusing me.
So I live in one of the states that it does not apply to and this part malfunctions: my expense to fix.

I don't think it should matter what state the car is registered in because you could possibly move to one of the states that has odopted the CA standards from one that has not.
A mustang is a mustang regardless of where it was purchased or registered. The parts on it are the same as well...
