Are you talking about the sedan or coupe M. The M3 now is only in sedan configuration while the coupe is the M4. Unless you are talking about late model M3 coupes.

Ford is being picky on who has access, here in Tulsa the configurator defau defaults to a 2015 and there is no option for 2016. There is another site which allows people to build out that RS.
At this time small dealerships might be getting their allocations released. Larger dealers already have their 2016 allocations spoken for, unless their prices are sky high.
There was mention of some Michigan and Ohio dealers that still had some MSRP deals but that would be thin now.

MSRP not impossible but difficult. I have contacted all dealers in NE and KS, limited numbers in MO and IA, and needless to say OK. Some are participating but allocations have not been released. Others have no allocation due to no participation. Others are charging any where from 7.5k and up...
For most people they are already on the dealers list for 2017 since the 2016 are spoken for. I had talked with the dealer that said their 2016 and 2017 allocation was already spoken for.
So based on the OP this thread is what do we know or are we changing the thread to "what would we like to see".
