...blue Loctite will usually release when heated. Try a hairdryer from underneath the hood to heat the fastener, place and hold something sticky, such as a small ball of tape, on the top of the bolt to hold from turning while ratcheting the under side nut. It's what I'd try, but YMMV.
The person at FP I spoke with was Mr. Steve Horn (800)-367-3788.
His email is: [email protected]
The part was back ordered and took a few weeks to arrive. I offered to pay for the part and shipping, but FP declined that request. YMMV.
I torn that piece when installing the PP2 on my '15 GT. I used some wetsuit glue to repair the tear and also contacted FP regarding the part. Indeed, it is not sold separately, but FP sent me a new one free of charge. Just needed to email them a copy of my PP2 invoice.
...Mine did the same, so I used a hair dryer to slightly warm/soften the plastic and applied while still pliable. As they cooled, they seemed to tighten and haven't popped off in three months. Worked for me; YMMV.
I hope I'm doing this correctly...

Definitely weird. When I shopped around for these filters, I kept using the '9601-A' with negative results. So I tried the '-B' and got a bunch of returns with prices from a low $13 to an Ebay price of $108.
Actually, I believe Ford may have changed the part numbers for these items. I recently purchased several of the paper filters at $13.08 each (MSRP was $19.95, but may have increased). The part numbers for these GT350 filters I got are Motorcraft #FA-1922/Ford #FR3Z-9601-B. YMMV.
...if you are unable to locate a replacement clip, you can use a 1/4 inch plastic tie wrap to secure the connector. Just thread the tie wrap through connector to replace the broken part. Works great! YMMV.
...California is not a communistic state; it is democratic one just like Utah. I agree to the rest of your statement however. If you are not up to it, don't intervene, let the perp go and be a good witness for the cop report.
Now, with respect to Utah, it has some of the most beautiful...
...however, one can affect a citizen's arrest, as a witness and/or victim. And one can use whatever force is necessary to make that arrest. The law does allow one to protect themselves, their family and their property. Common sense prevails of course, and YMMV, but arrest and detain is a very...
... torque to 62 in/lbs, followed with a 60 degree turn. A good torque wrench (Snap On) is great to have on hand. The performance results of the PP2 are very satisfying. YMMV.
...and/or stop by the dealership that did the oil/filter change and ask for a replacement screw. They probably have a bunch of those. I believe it's a 7mm sheet metal screw with a head flange that screws into the bent metal retaining clip. YMMV.
I'd also check the condition of the inside locking tabs. While the o-ring certainly provides an oil seal and torque to help against vibration, I believe its the tabs and corresponding groove on the cap that secure it. YMMV...
