Mine has been known to drag-ass when entering steep drives. I had to pull mine off when I did the Ford saggy-bumper fix and there were a ton of rocks in there (just like shown in your photo). I cleaned it up and reinstalled it and it sags a little less than yours, but it still sags.
My 2016 350R is on the lift in the garage, so I went out and checked. Both left and right have a blue cover on them. The cover is a rather flimsy rubber-ish cover. Not seeing any heat rejection material in there at all. The mount underneath the blue cover is black.

I spent yesterday installing the rear bumper TSB parts. Bumper fits significantly better now. I did find two broken brackets (plastic) that anchor the diffuser cover and bumper cover. These are the new part numbers (superseded multiple times):
