I think its the materials they use to build the car, I have replaced my filter and it made no difference. I tend to notice it more if the car has been sat for a couple of days, its almost the '' new car smell'' but less noticable.
Is it possible to get an emissions test done on your car ? This will tell you if the cats need replacing. If they pass the test it means they are just contaminated and its your call if you want to replace them to get rid of the smell.

Professional wheel refurb shops have a tank that strips off the old coating and corrosion, probably some sort of acid but what ever it is does not seem to touch the aluminium. I would avoid media blasting unless it is designed for aluminium as it can do a lot of damage.
