What is the purpose of this shroud, to funnel air? I am going to be using an intercooler for a turbo can I remove it? Good or bad?

I am doing a lot of suspension work this winter and I don't like the condition of the retainers after I remove them. Does anyone know a way of finding out the part #'s for all these different plastic wire retainers? Thanks.
